DEDICATION


The New York City Construction Codes reflect the work of many, many people and organizations. The story of the code development, detailed in the following pages, barely scratches the surface of the passion, determination, and focus that launched and kept the effort going from beginning to end. We dedicate this publication of the New York City Construction Codes to two very special people in our code family: Matthew Sapolin, the former Commissioner of the Mayor's Office for People with Disabilities, and Fatma M. Amer, PE, the former First Deputy Commissioner at the Department of Buildings. Both Matt and Fatma inspired us to complete this enormous endeavor. They shared the same enthusiasm for code, and had the ability to bridge divergent views in a way that seemed to reflect everyone's interests. Everyone was a winner if they worked with either of these two dynamic individuals. Despite all the hard work, they made you laugh and they made you feel like you were a part of something special. Their fingerprints are found throughout the pages of these codes.

Fatma retired from the Department in April 2011. We miss her, and wish her well in all the new and exciting endeavors that await her.

In November 2011, we were all shocked and saddened by the passing of our friend and colleague, Matthew Sapolin. Matt chaired the Accessibility Committee during the 2008 and 2014 code revision efforts. He believed that through our efforts we worked to make the City better by making buildings accessible to people of all abilities. His humor and his enthusiasm are remembered and missed.

And so, we thank Fatma and remember Matt, and dedicate this publication of the New York City Construction Codes in her honor, and his memory.
