Pressure vessels having an internal or external design pressure of 15 psig (103 kPa) or less shall have an ultimate strength to withstand not less than 3.0 times the design pressure and shall be tested with a pneumatic test pressure of not less than 1.25 times the design pressure or a hydrostatic test pressure of not less than 1.5 times the design pressure.
